works on the Upstream Pressure Control, the pilot connection is taken
from downstream line. it maintains upstream pressure by adjusting the
set pressure to the desired value, the valve design is diaphragm based,
and keeps the flow smooth steady, against the fluctuations from the
downstream side pipeline flow.
